To all Westbrook Heights Homeowners,
There are currently four open positions on the HOA Board.
Serving on the board gives you direct impact and influence on how HOA business is handled. While management, financial or construction background is helpful, no special training is required other than the willingness and availability to serve.
The board meets once a month at 7:00 p.m. on the first Tuesday of each month. Between those meetings, there may be an occasional special meeting to deal with an urgent matter that cannot wait for a regularly scheduled board meeting. There are also committees that are run by board members that meet regularly.
If you are interested, please attend the next monthly board meeting on Tuesday, January 4, 2022 at 7:00 p.m. A zoom link will be sent out by email and posted on the HOA website and Facebook page closer to the time of the meeting. You do not need to prepare for the meeting, just be ready to tell us about yourself and why you would like to be on the board.

The HOA Board has established a budget committee to work on a draft budget for 2022. That committee is looking for a volunteer from the Association to join the committee and give their input and assistance with its preparation. The HOA Board has discussed the cat trapping and the ongoing feral cat issue that the development is having.
This started with the HOA Board receiving numerous complaints over time concerning the feral cat issue within our HOA. It is the board’s understanding with the information provided to us that this issue has been ongoing for some time and has increasingly been getting worse. Neighbors recently and in the past have tried to deal with the feral cat problem by TNR (Trap-Neuter-Return) in the neighborhood. These attempts no longer are as successful since some are feeding the cats on a regular basis. We have tried to ask neighbors to no longer feed the feral cat population with no prevail. We also understand that TNR is a long-term attempt to a solution since the cats are brought back to the neighborhood.
An example of information that we have received is that one homeowner had observed over 20 feral cats within a day and a half on and around their house. The HOA Board has also received complaints of not being able to use their yard due to the number of cat feces on their property, complaints of people finding dead birds on their property and a dog getting worms from eating cat feces. We have also received concerns from parents that they are worried for their children safety with having so many feral cats in the neighborhood. With the increasing number of complaints regarding the feral cat population, the safety concerns and the issue of homeowners not being able to enjoy their property we as a Board thought we should try something before this problem gets worse and spreads on all the streets within the association. As a board, one of the things we try to do is look at things that affect the association as a whole and affects people’s home values and the homeowner’s enjoyment.
Last week’s attempt was to try to organize the homeowners that wanted to try to catch the feral cats. The trapper was given instructions to release any cats that had a collar on them. As far as we know that was done. We were also under the impression that the cats would be held at the pound for a number of days. After further board discussion, the HOA will no longer help organize homeowners on catching feral cats on their own private property. Last week’s organized trapping that was held was done at no cost to the HOA since we have received a $300 donation from a non-board member for last week’s trapping. We have been told some homeowners will continue to attempt to catch the feral cats. If so, please continue to do all trapping on your own personal property. Since it is our understanding that this trapping will continue, please continue to make sure all animals have collars on them. We highly suggest that all trapping that occurs should have all animals that are caught with a collar would be released. We also will continue to suggest that homeowners do not continue to feed the feral population. This feeding is causing the feral cats to remain within the neighborhood and is helping increase the number of feral cats. We also highly recommend that everyone respects each other’s property and do not go on someone else’s property to remove/steal a trap as was done last week. It is the homeowner’s decision on how they want to deal with trespassing so we would suggest that everyone respects each other’s private property.
We understand that this is a hot topic. With all hot topics please remember that many in the development are going to have strong opinions on either side. As with any hot topic, some will feel strongly in expressing their opinions while others will remain silent. We encourage respectful discussions among the homeowners and with the board on any topic that involves the HOA. We have received feedback that they are glad that attempted trapping occurred but are afraid to say anything because they are afraid of being verbally attacked by a few. We encourage discussions because this will help the Board to better understand what the Association wants done and what needs to be done by the Board. However, please remember that we are all neighbors and name calling /verbally attacking each other is not going to help us actively resolve issues that come up.
We, as an HOA Board, acknowledge that appropriate advance notice was not given. We highly encourage members of the HOA to come to the monthly HOA meetings and we encourage members to help solve issues by volunteering. We want to continue to make this neighborhood a place where people want to live.

Update on feral cats in our neighborhood:
The HOA is working with a neighbor in our community to help trap and adopt out as many cats as possible. There are a large amounts of cats on Westbrook Drive and the lower streets. Baiting and checking the traps takes a lot of time and this is where the most help is needed.
The highest priority would be getting any kittens as soon as possible and getting any of the friendly ones fixed and adopted out.
HOW TO HELP -- If you have outside cats, please place a collar on them. Please do not feed the stray cats, provide a home for them, and if you would like to place traps on your property, please email the HOA at hoawestbrookheights@gmail.com

It is that time of year again. The grass in the park is growing. As in the past, we are looking for mature kids that live in the development that are interested in mowing the park this year. You are paid $80.00 for taking care of the park that month. Mowing might not be required every week, but we ask that you keep an eye on the park to make sure the grass does not get too tall. We also ask that you routinely weed eat and pull any weeds you see growing in the mulch.

Thanks to the Brookhaven Volunteer Fire Department, Santa Claus will be driving through our Neighborhood on Tuesday, December 22, 2020, around 6 p.m. Make sure to run outside and wave at the big guy! We could all use the holiday magic this year!
As to not interfere with Election Day, the November HOA Board meeting will be moved to Tuesday, October 27, 2020 at 7:30 p.m. at the Westbrook Heights Park. If it is raining at 6:30 p.m., then the meeting will be moved to Zoom and a link will be posted here and on the official Facebook page.

We are seeking to create an engagement sub-committee of about 4-6 people, overseen by the HOA Board, to organize opportunities for community building and getting to know our neighbors. One of the first initiatives we are hoping this sub-committee can undertake is to set up some fun holiday competitions including a Halloween decoration competition, Holiday Light Decoration and/or summer garden competition. The committee would be responsible for determining rules, voting, and prizes.
To kick this off with a Halloween House Decorating contest, we will need to get this committee organized quickly.
We are excited to see what other creative and fun engagement opportunities that this committee could come up with.
At the October HOA Board meeting, it was decided that our neighborhood will follow the City of Morgantown for Trick or Treating. Trick or Treating is scheduled for Saturday, October 31 from 6-8 p.m. If the city changes their Trick or Treating status, we will follow their lead.
The city put out recommendations for participate, including:
If you're new to the neighborhood this year, on an average year, we will have approximately 300 Trick or Treaters come through the neighborhood.

In the coming weeks, you will begin to notice upgrades to the street signs. The wooden street signs will be removed, and metal street signs that meet county standards will be installed in their place. Please excuse the mess and any inconvenience the installation process may create as we work to improve the appearance of our neighborhood!
In accordance with the Monongalia County Health Department, the Westbrook Heights playground is open. We still recommend adhering to CDC guidelines such as social distancing, not having large gatherings, and washing your hands/not touching your face after you play at this community playground. Also please remember the playground is "play at your own risk."
There have been some great upgrades to the park with more planned in the future! We hope you enjoy this community ammenity.
Please note, if you do take your pet into the playground, please be sure to clean up any messes that he or she makes and to keep your animal leashed.
